Well, balloons only come in so many colors, so. If you really must have red, I'd say green or white, but red and green makes everyone think of Christmas (except in darker tones), and given the time period, red and white might remind people more of Valentine's...

So personally, I'd recommend bunches of red, blue, and yellow. In equal measures. Since they're primary colors they look great for festive purposes, but please never wear them together. Ever.
